Shashi Tharoor questions Uttarakhand Civil Code, says 'nanny state in action'
Congress leader Shashi Tharoor called Uttarakhand a "nanny state", citing the Uttarakhand UCC that requires live-in couples to register, adding that if people valued their freedom, they must vote the BJP out of power.
