Warm Gulf waters could help slow-moving Tropical Storm Debby strengthen to a Category 1 hurricane before landfall
After Tropical Storm Debby formed in the near-record warm waters of the Gulf of Mexico on Saturday, forecasters continued keeping a close eye on the length of time the storm gets to spend over those higher temperatures before further ramping up in strength.
